Summary

If selected, you will assist Management with managing and coordinating the national and local Quality Assurance and Quality Control (QA/QC) programs for inspection services at export location and by oversight of agencies performing inspection services through the delegation and/or designation arrangement. You will need to be flexible enough in their ability that they may be detailed to other field office circuits involving different grains and commodities.

Responsibilities

* The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: * Technical expert for inspection processes at the field office level and makes final decisions on unusual, borderline, and unique grading situations that require further review. * Performs final appeal inspections. * Plans and executes travel throughout the circuit (subject to FOM approval) and contacts agency personnel, FGIS personnel and members of the trade to observe the accuracy of inspection performance. * Assembles and maintains type samples for interpretive opinions to supplement instructions and procedures contained in inspection manuals. * Assures that official certificates and documents covering inspection, weighing, and other services are prepared and issued correctly.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

* Knowledge of the official U.S. grade standards for grain and/or grain products. * Knowledge of the specific elements of product processing, transportation, storage, or conditions that affect the grain and/or grain products' grade, acceptability, and quality. * Skill in applying the procedures, techniques, and methods required to determine the grain/grain products' acceptability or grade, and skill in performing various types of inspections. * Skill in establishing, maintaining, and developing effective interpersonal relationships with employees, operating supervisors, and managers of the grain/grain products processing firms and facilities. * Positions at GS-9 and above require "hands on" grading and/or inspection experience of grain and/or grain products.

OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in any field that included 9 semester hours or the equivalent in agriculture, botany, crop production, agronomy, product processing, food chemistry, technology, quality control, or other related subjects. (Note: You must attach a copy of your transcripts).

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts).

Equivalent combinations of education and experience are qualifying for this grade level.

TRANSCRIPTS are required if:

* You are qualifying for the position based on education. * You are qualifying for this position based on a combination of experience and education. * This education must have been successfully completed and obtained from an accredited school, college, or university

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
