Job Description:

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience:
National certification (from a VA approved certifying body) in leadership and/or a clinical specialty applicable to the position. Minimum of 7 years of experience in progressively responsible leadership assignments, with experience as Manager/Supervisor, Assistant/Associate Chief Nurse, Chief Nurse, Service Line Manager, Program Director, or similar positions. Lean/Six Sigma GREEN Belt or higher trained/certified and proof of activate GREEN belt process improvement projects. Documented completion of crucial conversation, conflict resolution, and/or mediation training. Basic Life Support (BLS) and/or Advanced Cardiac Life Support (ACLS). (AHA certification preferred.) The applicants will also be evaluated on the following preferred experience principles: o Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. (Competencies: conflict management, leveraging diversity, developing others, team building). o Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. (Competencies: financial management, human capital management, technology management). o Building Coalitions: This core qualification involves the ability to build coalitions internally and externally with other Federal agencies, State and local governments, nonprofit and private sector organizations, and
colleges/universities to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating). o Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this is the ability to make decisions that produce high quality results by applying technical knowledge, clinical knowledge, evidence-based practice/research, analyzing problems, calculating risks, and developing/implementing plans of action. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility). Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: The physical requirements for this position in accordance with HRML No. 05-12-02 , Employment of People with Disabilities, Including Under Schedule A, 5 CFR 213.3102(u). Heavy Lifting (45 pounds and over); Heavy Carrying (45 pounds and over); Straight pulling and/or Pushing (up to 6-8 hours); Reaching above shoulder; Use of fingers; Both Hands required; Walking (up to 6-8 hours); Standing (up to 4 hours); Sitting (up to 1 hour); Kneeling; Repeated bending (up to 1 hour); Both legs required. Near vision correctable at 13" to 16"; Far vision correctable in one eye to 20/20; Hearing (aid permitted); Ability to hear whispered voice. Emotional stability. Ability for rapid mental and muscular coordination simultaneously.
