Job Description Summary:
Under broad direction this role performs non-routine tasks, with
broad direction and little guidance on how to complete them. There
is a high-level of decision-making authority impacting multiple
functional areas or with a wide-degree of financial ownership. This
role oversees the execution of product development and product
changes/strategies from concept to commercialization. Has proven
organization skills, proficiency with the internal project
management process; and demonstrates significant knowledge about
the impact of product changes. Explores and develops new concepts
(regardless of source), and works closely with the Delivery Team to
evaluate requested product changes/strategies.
Job Description
Leads concept development of new product initiatives, exploring
options and implications of various approaches. Frames choices for
decision makers in order to gain clarity and consensus on optimal
approach to meet business goals. Works with moderately complex
multiple concepts, or one single complex concept at a time.
Consults as Product Subject Matter Expert (SME) for non-Product
initiatives, such as Compliance, Member Experience, Ancillary,
Clinical, or Innovation initiatives. Serves as core team member for
cross-functional activity. Assesses market impact, options and
implications of various approaches.
Initiates request for the implementation of new products and
product changes, as well as the consolidation of existing products,
in support of business goals. Prepares initial impact assessment
and value proposition and presents initiation summary at Product &
Services Committee, Blue Leadership Group or appropriate
decision-making forum. For approved initiatives, drives business
scope definition efforts as input to the Enterprise Project
Management Office processes for product-related project
implementations.
Delivers assigned product projects to meet target launch dates
through appropriate process. For large projects having Enterprise
Project Management Office support, serve as concept subject matter
expert and deliver the positioning, sales & broker training
content, and product transition or migration strategy as
applicable. For projects without an Enterprise Project Manager,
serve as overall project implementation lead. Reviews and approves
business and functional requirements. Works with moderately complex
single or multiple projects. Interacts directly with clients and
brokers in the sales and implementation processes.
Manages assigned products & features in market post-launch:
Facilitates appropriate product-related decision making by
resolving product issues. Answers product-related questions.
Researches problems as they arise and prepares analysis documents.
Recommends solutions for review by Business Areas responsible for
the success of assigned segment or when necessary, the Product &
Services Committee. Uses market knowledge to inform product
pipeline.
Provides depth to and assists with the development of additional
capacity within the department. Coaches and assists Associates on
issue management and product development strategy.
Minimum Qualifications
Bachelor's degree from a college or university in business, health
care administration, or related academic field; or any combination
of education and experience providing the types and levels of
knowledge, skills, and abilities required by the job
Seven years of relevant experience, including prior experience
working in and leading interdisciplinary project teams
Experience with BCBSKC segments, associated products and regulatory
context
Moderate to thorough knowledge of benefits market: funding types,
regulatory context, and medical benefit trends
Experience in product development or product management regardless
of industry
