Exam Title Police Sergeant Exam Number 6A04-20191118-11-00 Salary $85,324 - $89,024 per year Competition Department Only Promotional Department 11 - Police Department Announcement Date 04/05/2021 Close Date 04/30/2021 General Definition This is supervisory police work in directing a squad of police officers in the performance of their duties, or in performing a specialized police functions.
Work normally involves supervision of and responsibility for the work assigned to a squad of police officers. Squad assignments typically include patrol duty, crime investigation and prevention, and traffic regulation. When limited supervision is exercised, employees are expected to use a relatively high degree of police knowledge and skills and specialized activities. All work is performed in accordance with departmental rules and regulations. Instructions regarding assignments and procedures are received from a superior officer, and work is reviewed by inspection and through oral and written reports to superiors. Union Code P. Police (FOP) FLSA Code Non-Exempt The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Candidates must meet requirements by the date of the first part of the examination.

1. CIVIL SERVICE STATUS : Presently employed by the City of Philadelphia with permanent Civil Service status in the Police Department with a performance rating of Satisfactory or higher;

AND

2. EXPERIENCE -Option 1:Two years experience as a Police Officer.

OR

3. EXPERIENCE -Option 2: One year of experience as a Police Corporal or Detective.

NOTE : As per the Arbitration Settlement Agreement signed June 4, 2019, for uniformed police classifications represented by the FOP , candidates will not be approved to take a promotional exam if:
1) The candidate is currently in the class for which the test is being offered, OR
2) The candidate previously held a position in the class for which the test is being offered and is currently in a rank above the class for which the test is being offered.

Note: Prosecution Detectives presently employed by the City of Philadelphia with permanent Civil Service status in the District Attorney's Office with a performance rating of Satisfactory or higher may compete in this examination if their prior service in the Police Department or current service in the District Attorney's Office renders them eligible to compete. Physical & Medical Requirements Ability to physically perform the duties and to work in the environmental conditions required of a position in this class. Required Licenses & Certifications Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Police Sergeant. ELIGIBLE LIST
DEPARTMENTAL - ONLY PROMOTIONAL - Only a departmental promotional eligible list for the Police Department will be established as a result of the examination.

Candidates who pass the exam and are placed on the civil service list will be retained on the list for a minimum of one year and a maximum of two years after the establishment of the Eligible List.

PREFERENCE FOR PHILADELPHIA RESIDENTS - Candidates who have maintained a bona fide residence in Philadelphia for at least one year prior to the date of the civil service examination shall have priority over all other persons receiving an identical test score. If you have maintained a bona fide residence in Philadelphia for at least one year immediately preceding the date of the first part of the examination, you are eligible to claim residency preference.

Your response to the residency question will be used to determine eligibility for residency preference. Documentation of residence may be required if there is any question as to whether you meet the residency preference requirements.

PERFORMANCE RATING - In accordance with the Arbitration Award for the Fraternal Order of Police and Civil Service Regulation 9.0232, no points will be given for performance rating on this promotional examination. Performance Report evaluations will be based on either a satisfactory or unsatisfactory overall rating. An employee must have a satisfactory overall rating to qualify for a promotional examination. The performance report used for promotional examination purposes will be the one on file in the Office of Human Resources thirty days before the issue date of this announcement.

PUBLIC SAFETY EDUCATIONAL POINTS - Candidates who otherwise achieve eligibility for promotion to a higher rank and who have successfully completed a course of study at an accredited college or university will have .5 points added to their final score if the highest degree received is an Associate's Degree, 1.0 point added to their final score if the highest degree received is a Bachelor's Degree, and 1.5 points added to their final score if the highest degree received is a Master's Degree. Candidates who have successfully completed sixty (60) credits at an accredited college or university toward completion of a degree will have .5 points added to their score. To receive these points, candidates must submit a copy of their college transcript which indicates that they have completed their degree or completed a minimum of sixty (60) credits which have been accepted toward the completion of a degree. Only those competitors who have a passing grade in an examination shall receive additional credits to which they may be entitled. The following requirements must be satisfied for a candidate to receive additional credits:

Projected Exam Date COMPUTER - BASED WRITTEN EXAMINATION :
The computer-based written Examination is tentatively scheduled to be held the week of July 5, 2021. Additional information will be provided to approved applicants in advance of the exam. Candidates will have no more than 2 hours to complete the computer-based exam.

ORAL EXAMINATION :
The Oral Examination is tentatively scheduled to be held the week of July 19, 2021. These examination dates are also subject to change.

Virtual Testing May Be Utilized for the Oral Examination
Due to concerns and uncertainty related to the COVID -19 novel coronavirus, candidates taking an oral examination may have their responses recorded on the date of the examination and rated by Subject Matter Experts at a later date. Please refer all questions regarding this examination to the analyst listed below on the announcement.
An Eligible List is planned for the week of August 23, 2021. Please note that this date may change. Test Review For the Computer-based, Written Exam:
In accordance with Civil Service Regulation 9.091C, the review of test items will be restricted to the review by a panel of subject matter experts who have been selected according to a method determined by the Human Resources Director. This panel will review the test items prior to scoring and will make any required corrections to the items. After the test has been scored, candidates may review their answer sheets to determine if they have been scored correctly, and appeal will be restricted to scoring. Candidates will have 30 days after the results have been mailed to review. Call 215-686-0880 if you wish to schedule a Test Review.

For the Oral Exam:
In accordance with Civil Service Regulation 9.091B, candidates will have 30 days after the results have been mailed to review their test and to file appeals. In accordance with Civil Service Regulation 9.11, only candidates who have failed the oral examination may appeal to the Civil Service Commission upon the grounds of irregularity, bias, or fraud in the conduct of the oral test.
