Job Description:

Property Manager - LIHTC Community in North LA (Monroe). JOB SPECIFIC COMPETENCIES Overall staff management, hire, train, performance improvement [disciplinary], performance evaluations [development] and empower staff to build a cohesive team to achieve the propertys goals and objectives. Adhere to and ensure that all on-site personnel adhere to Companys safety program policies and procedures. Confer with staff in order to resolve performance and personnel problems, and to discuss company policies. Evaluate employee performance, and recommend personnel actions such as promotions, transfers, and dismissals. Attend to the needs of residents, potential residents, and associates in a manner utilizing advanced skills in customer service to ensure that both the internal and external customers are treated with respect, have their concerns properly addressed in a timely manner, and are given proper information regarding policies, procedures, and practices. Oversee and actively participate in vendor management i.e. negotiate contracts, delinquencies, etc. 4 Job Description Version/Revision: 08/2015 Inspect each vacated unit to determine necessary repairs and maintenance prior to next move-in. Re-inspect unit following completion of maintenance activities and prior to next move-in. Read and manager a budget Maximize income, control expenditures and maintain financial objectives to meet pre-determined budgetary goals. Supervises overall daily operations of the community, including, but not limited to marketing, unit and exterior property inspections and capital improvements. Perform related administrative duties, such as, preparation of reports, processing of forms and documents, preparation and monitoring of the annual budget, performance of all duties related to the purchase of goods and supplies; processing of all associate forms and documents; scheduling associate work time and leave time; performance of duties of subordinate employees in their absence assuring compliance with all applicable local, state and federal guidelines. If classified as a Property Manager- Rover; position is required to travel from site-to-site assisting in aggressive Property Manager initiatives. Manages assigned public housing units, ensuring prompt rent collection and the provision of timely, quality housing maintenance that complies with established policies, codes, regulations and standards of quality and safety. Conduct resident orientation sessions. Ensure rent collection with a minimum of delinquency; complete annual and interim rent adjustments. Determine balance due or refunds owed to residents Conduct housing inspections to ensure satisfaction condition of properties and compliance with all applicable building codes and HUD regulations; process move-ins and move-outs. Attend and participate in resident association meetings as requested; provide staff support to resident organizations. Address and document complaints or problems affecting the community/resident; work with law enforcement officers to reduce violence and criminal activity in the assigned communities. Assist in obtaining and/or administering grant funds for special programs and projects. Perform other duties and projects as assigned by the manager. QUALIFICATIONS Education: High School/GED Experience: Three to five years in an Affordable/Tax Credit/LIH environment Certification/Licenses: ARM, CAM or Both Language: Must be fluent in English 5 Job Description Version/Revision: 08/2015 Special Skills, Knowledge or Abilities: Individuals assigned to the Public Housing Portfolio must possess or be able to obtain within 12 months from Employment: Certified Manager of Housing and Certified Manager of Occupancy certifications. Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources. Extensive knowledge processing renewals and interims on public housing sites. Experience with EIV, TRACS and PIC COMPUTER/SOFTWARE/EQUIPMENTSKILLS Microsoft Office Outlook Industry Specific Software Ultimate [HRIS/Payroll] Copy Machine Fax Machine Scanner Computer
